versus Editorial · 27 October 2026
Andy Burnham has been the UK's prime minister since the King appointed him on 20 July 2026, and GOV.UK lists him in the post on Tuesday 27 October 2026. At 06:03 UK time on 27 October 2026, the versus prediction When will Andy Burnham leave No 10? showed 6.6p for its 31 December 2026 answer, the market's estimate of a 6.6% chance that his exit is announced by then; its other date, 31 August, passed with him in office.
No term is fixed: the Cabinet Manual says prime ministers hold office until they resign. This guide is for readers in Great Britain and is not advice.
From Makerfield to Number 10 in 32 days
Parliament's by-election list shows Josh Simons resigning as MP for Makerfield on 18 May 2026 and Andy Burnham holding the seat for Labour on 18 June, with 24,927 votes (54.8%) to 15,696 (34.5%) for Reform UK's Rob Kenyon (result).
Labour announced on Friday 17 July that he had been elected its leader, backed by 379 Labour MPs. Parliament's member page gives the same date; his GOV.UK biography says 16 July. The Court Circular for 20 July records Sir Keir Starmer resigning as prime minister at an audience with the King that morning, and the King then asking Mr Burnham to form a new administration.
The 22 names in the Cabinet prediction
GOV.UK's ministers page lists 23 full Cabinet members on 27 October 2026; the 22 besides the prime minister are the answers to Who is first out of Burnham's Cabinet by 31 Dec 2027? Angela Smith appears there as Baroness Smith of Basildon (Angela Evans Smith, says her Parliament member page). Posts as GOV.UK words them:
- Louise Haigh: First Secretary of State, Chancellor of the Duchy of Lancaster, Minister for the Cabinet Office
- John Healey: Chancellor of the Exchequer
- Alex Norris: Lord Chancellor and Secretary of State for Justice
- Jonathan Reynolds: Secretary of State for Business, Innovation, Science and Trade; President of the Board of Trade

- Baroness Smith of Basildon: Lord Privy Seal, Leader of the House of Lords
- Sir Alan Campbell: Lord President of the Council, Leader of the House of Commons
- Bridget Phillipson: Minister for Women and Equalities
The other 14 are Secretaries of State for:
- Foreign, Commonwealth and Development Affairs: Ed Miliband
- the Home Department: Shabana Mahmood
- Defence: Wes Streeting
- Health and Social Care: Yvette Cooper
- Education: Lucy Powell
- Work and Pensions: Pat McFadden
- Housing, Communities and Local Government: Angela Rayner
- Transport: Heidi Alexander
- Energy Security and Net Zero: Miatta Fahnbulleh
- Digital, Culture, Media and Sport: Lisa Nandy
- Environment, Food and Rural Affairs: Dame Angela Eagle

The latest change we found is GOV.UK's notice Ministerial Appointments: July 2026, last updated on 23 July: 15 of the 22 took their posts on 20 July and seven kept theirs.
At 06:03 UK time on 27 October 2026 the page showed 3.3p for Louise Haigh, 7.5p for John Healey, 2.7p for Ed Miliband and 3.4p for Shabana Mahmood, the first four after the prime minister on GOV.UK's list.
How our predictions settle
All three count a public, definitive statement that someone has gone or will go, made by that person, Burnham, the Government or someone authorised to speak for them. Official information comes first; a consensus in credible reporting can also be used (what market resolution means).
- When will Andy Burnham leave No 10? Its 31 December answer settles at 100p if such a statement comes by 05:59 Central European Time on 1 January 2027, which is 04:59 UK time (GMT); the page's end date is 23:59 UK time on 31 December. Resignation and removal both count, and a statement counts even if he would leave later, provided the planned exit is no more than 18 months away: a promise to go in two years would not. Talk of considering it, conditions, an unaccepted resignation offer, press reports and temporary leave do not count; leaving without a statement counts if credible reporting confirms it by the cut-off.
- Will Andy Burnham's exit from Number 10 be announced by 31 Dec? asks the same as a single Yes or No under the same tests, with a cut-off of 11:59 pm Eastern Time on 31 December 2026, which is also 04:59 UK time (GMT) on 1 January 2027. At 06:03 UK time the page showed 6.6p for Yes.
- Who is first out of Burnham's Cabinet by 31 Dec 2027? goes to the first of the 22 announced, under the same tests, to be leaving a Cabinet post by 05:59 Central European Time on 1 January 2028 (04:59 UK time, GMT). A move to another Cabinet job does not count. Joint announcements go to whoever leaves first, then to the surname first alphabetically. If Burnham stops being prime minister, or nobody on the list goes, by the cut-off, the rules name an outcome called Other, which is not among the 22 answers.
Dates that matter
- Wednesday 28 October 2026: the Chancellor, John Healey, presents the Budget to Parliament (GOV.UK). A Budget settles nothing without a qualifying statement.
- November and December 2026: the Commons rises on 4 November until 10 November, then on 17 December until 5 January 2027 (approved recess dates), so no sittings are scheduled in the final fortnight of 2026, though a qualifying statement needs none.
- 9 July and 15 August 2029: a Parliament not dissolved sooner dissolves at the start of the fifth anniversary of its first meeting (section 4 of the 2022 Act); this one first met on 9 July 2024 (Parliament timetable), and the House of Commons Library puts the next election no later than Wednesday 15 August 2029. Voters elect MPs; the leader of the largest party usually becomes prime minister (Parliament guide).

Frequently asked questions
Who is the UK prime minister now?
Andy Burnham, Labour MP for Makerfield, according to GOV.UK on 27 October 2026. The King appointed him on 20 July 2026, after Sir Keir Starmer resigned.
How can a prime minister leave office?
By resigning: the Cabinet Manual says prime ministers hold office until they do. With a Commons majority, the governing party picks the successor, and the King invites the person best placed to command the confidence of the House, which is tested in confidence votes.
When is the next UK general election?
No later than 15 August 2029, the House of Commons Library says. It can come sooner: the King can dissolve Parliament at the Prime Minister's request, Parliament notes.
