An answer settles YES if, by that deadline, the punishment for Manchester City in the 115-charges case is officially made public; otherwise it settles NO, and several answers can settle YES. The case: in February 2023 the Premier League charged City with breaking its financial rules, and an independent commission rules on it and decides any punishment. A punishment that City appeal later still counts, and so does an official ruling that City get no punishment at all. If the punishment is published in parts, the first official part counts. A finding that City broke rules without any punishment yet, leaks, media reports about an expected punishment, and punishments in any other case do not count. Official statements of the Premier League, the commission, the appeal board or Manchester City decide; reliable news coverage may also be used.
