YES applies if Phantom, the company behind the Phantom self-custody crypto wallet, launches an official governance token of its own by 31 December 2027 at 11:59 PM ET. The token has to be live and open to active, public transfer and trading; an announcement or a plan on its own is not enough. A token without a governance role, such as a stablecoin, does not count. Official information from Phantom decides; reliable news coverage may also be used. NO applies if no such token is live by the deadline.
