YES applies if any federal bill, measure or resolution that makes proof of US citizenship a requirement for registering to vote, or for voting, in US federal elections passes both the House and the Senate and is signed into law, or otherwise becomes federal law, by 31 December 2026 at 11:59 PM ET. Examples that would qualify: the SAVE Act (H.R. 22) and the SAVE America Act (H.R. 7296). A proposal, a vote in only one chamber, a committee vote, a court filing or a rule that does not become federal law does not count. NO applies otherwise. Official information from the US government decides; reliable news coverage may also be used.
